I don't see any open JIRAs to upgrade the SDK, but regardless: this requires features not
currently in a released ADLS SDK, whereas the original patch would have worked on any SDK
as far back as 2.2.4, so eventually, yes, we'll have to test & merge in a new SDK and
then apply this patch.

This patch enables the timeouts to be configurable based on a core-site config setting. Also,
up the ADLS SDK version to 2.2.8, that has default value of 60 seconds - any optimizations
to that setting can now be done in Hadoop through core-site.
