[~chris.douglas], thanks for the reply!  [MAPREDUCE-7069] does not directly address the
Configuration.getStrings() delimiter issue.

It is more narrowly focussed on properties that define environment variables.  It provides
a way of specifying them individually, thereby allowing for values with commas in them.

It wasn't clear to me what the underlying motivation for this Jira was - I thought it was
possible that the motivation was to support environment variable properties with commas in
them, in which case [MAPREDUCE-7069] would be relevant, and so I posted the question.
