Can we move the module under dev-support? If downstream builds want to measure (and presumably
improve) code coverage by these metrics, I don't mind adding hooks for JaCoCo, OpenClover,
and other tools. If this falls out of sync and it doesn't get fixed, then we can just delete
it later. Not a big deal.
