It's there: the fallback to getDefaultBlockSize picks up the value

    return getConf().getLongBytes(FS_S3A_BLOCK_SIZE, DEFAULT_BLOCKSIZE);
  }

We don't cache it because it allows callers to dynamically change the blocksize on the live
FS instance just by changing the config option
