So the changes in HADOOP-13760 actually make a batch of mkdirs perform about half as well
as it used to. I've confirmed that this patch fixes it. It won't apply cleanly to trunk right
now just because it includes the new parameter to makeDirsOrders added in HADOOP-14457, so
we could easily reverse the order of those 2 patches if we wanted.
