Steve Loughran resolved HADOOP-13568.

       Resolution: Won't Fix
    Fix Version/s: 2.9.0

Closing as a wontfix. the problem here is that you mustn't post a block until you have >5MB
since the last post, so sometimes flush would work, sometimes it wouldn't
