My understanding is:

* the maven findbugs plugin isn't actually part of findbugs
* the maven findbugs plugin has the ability to swap out which version of findbugs is in use;
it's really nothing more than a maven driver (and thus all of that pom work remains)
* the spotbugs team is using that functionality to replace the findbugs engine that the plugin
normally uses with their new one
* the various mvn command lines, exclusion files, etc, are actually handled by the plugin,
not findbugs/spotbugs directly

it and created https://github.com/spotbugs/spotbugs .  Running the RC1 on trunk has pointed
out some definite problem areas.  I think it would be to our benefit to switch trunk over
sooner rather than later, even though it's still in RC status.
