Testing: S3 frankfurt.

Because I can't replicate the problem for missing files, I'm not attempting to be clever,
just improving logging and tests for the current behaviour. The troubleshooting docs suggest
actions, including "look at this JIRA". I'll change the description text to act as a landing
pad for visitors
