If we do commit this, I'd like to propose doing it after we get the current outstanding patches
committed (HADOOP-13651, HADOOP-13631, and maybe the DynamoDB work?).  I'm fine either way,
just feel this would help save some work on rebasing patches (there will be conflicts, especially
in newer test code).
