Ok, good tip on the Access Order option for LinkedHashMap, thanks [~liuml07]

I'm attaching a v2 patch.  Changes from v1:

- Absolute paths: Document and enforce that all paths must be absolute, as discussed on HADOOP-13448
- MetadataStore#initialize() takes a FileSystem, as discussed on HADOOP-13448
- Move synchronized keyword to method declaration when scope is whole function.
- Fix checkstyle issues / missing apache license on one file.

I kept the existing LruHashMap for LocalMetadataStore, but let me know if you guys want to
change it.
