Patch 002

# FS spec docs cover what posix does (deletes / if you have permissions), HDFS (deletes it
if you don't have any protected dirs), and what other implementations MAY do.
# Add root tests for outcomes

S3A still ignores delete / and I think it should remain so —because after having accidentally
deleted a bucket while working on this, I know how hard it is to recreate one.
