OK. The policy doc will need to be updated, presumably we can just say "declare which object
store instance you ran {{mvn verify}} against".

The extra phases could be useful if we do want to do setup/teardown actions which span tests
and which you don't want to include as part of the tests. Note, however, that it was in Swift
teardown() that I discovered that RAX UK throttled DELETE requests, so actually including
that in test timing runs is useful
