Steve Loughran commented on HADOOP-12977:

reviewing HDFS, HDFS-8983 changed it's actions: it takes a list of protected directories and
raises an AccessControlException on a delete, even if you have permissions. I don't know about
what happens on a root dir though

I propose that S3a is changed to let you clean up the root dir
