Anyone objections to cherry-picking this to branch-2? IIUC from the above discussion, this
is marked as incompatible because of the changes to smart-apply-patch, but it sounds like
branch-2 precommit is already using Yetus already.

Motivation is to pull in the new releasedocmaker, so we can finally nuke CHANGES.txt (see
HADOOP-11792).
