There are a LOT of places where we split (or use indexOf to split) IP:Port or Host:port pairs,
which should use a smarter method like the Guava HostAndPort.

Not yet ready for review, but want to see if the current version of the changelist passes
tests.

This requires HDFS-8078 to usefully test this on IPv6, although the two are nominally independent.
