I was able to build on Windows using CMake. I have no objection on the plan to convert to
CMake.

Just add a note: I got some errors building Hadoop with CMake on Powershell. I did not spend
time root causing the problem, and switched to use cmd instead. so I cannot tell it is a CMake/Maven/Powershell
problem. We can investigate the scenario later if other people also build and fail on Powershell.
