When is set parameter 'fs.permissions.umask-mode' with value 0002 

org.apache.hadoop.fs.FileContext always use internally 0022. 

After investigation found that org.apache.hadoop.yarn.server.nodemanager.containermanager.localizer.ResourceLocalizationService->serviceInit(Configuration
conf) sets always FsPermission.DEFAULT_UMASK value.
