Thanks, Jing!  I plan on committing this later today.  It looks like I'll need to wait a bit
for HADOOP-9783 to get committed first.  That patch is going to rename {{Shell#WINDOWS}} to
{{Shell#IS_WINDOWS}}, so I'll need to do a very minor rebase before I commit to trunk.
