Here's a preliminary patch for this, implementing the design as described in section 2.7.2
of the design doc.

I'll do another rev hopefully tomorrow which includes better javadoc, some more tests, and
some manual verification.

The patch looks long but a lot of it is boilerplate (protocol translators) and test code.
