I'm not entirely sure -- looking across the code as a whole, we have a 10:1 ratio of IllegalArgumentException
vs HadoopIllegalArgumentException. So I'm erring on the side of what's used more often, except
in a few places where we directly expose it as a potentially user-visible error (like bad
command line arguments).
