Python setup tools and Rubygems both supports this.  It is standard practice with popular
Ops tools.  Download any python software, and run "python setup.py bdist_dumb", and it generates
a binary tarball with prefix to root level of the OS.  What we propose here is standard. 


This change only minimize repetitive tasks in managing $PROJECT_HOME environment variable.
 The original tarball design is not scalable for the long term.  Hadoop is a growing eco-system,
we should reduce rough edges to improve adoption.
