I am just trying to model it on OCF, where monitor is a way to see if the service is running/stopped.
I did think of returning void when the service is healthy. But returning state seemed better.

Note that this is not just availability related. In the interface, I was looking at returning
success/error. Both indicated through exit codes. But I wanted to avoid exit codes and use
more descriptive exceptions.
