ant-eclipse isn't in the maven repo (or any maven repo?). Can any of the ivy resolvers be
used to depend on ad hoc tarballs or jars?  If so would be good to use here and with jsvc
in hdfs.

I suppose the ant could download these types of dependencies if they don't exist (so they're
not downloaded each time) and put them in the build dir and then use ivy's local fs resolver
to create a more proper dependency but would be good if ivy could handle this already.
