FsShell#cat should avoid calling unecessary getFileStatus before opening a file to read
---------------------------------------------------------------------------------------

                 Key: HADOOP-6569
                 URL: https://issues.apache.org/jira/browse/HADOOP-6569
             Project: Hadoop Common
          Issue Type: Improvement
          Components: fs
            Reporter: Hairong Kuang
            Assignee: Hairong Kuang
             Fix For: 0.22.0

Since FileSystem#open throws a FileNotFoundException when the file to be read does not exist,
there is no need to check if the file is a directory or not before open. In case of HDFS,
this could reduce one getFileInfo RPC to NameNode.
