Steve: it looks like there's already hadoop.http.filter.initializers which lets you insert
arbitrary filters in front of the user-facing servlets. Since /conf has those filters put
in front, this would make it possible to restrict access to it. I imagine that's the use case
for this configuration (though there are no implementations to speak of that I can find).

Would you still prefer that I add a conf explicitly for this servlet?
