Fixed issue and uploaded new patch: HADOOP-6349.patch. Was incorrectly reading past allowed
input length during decompression.

HADOOP-6349-TestFastLZCodec.patch - Tests FastLZCodec with the two known bug producing seeds
Todd mentioned, in addition to testing 2k random seeds and data lengths (10k to 110k). I ran
this with 50k iterations w/o issue.
