We can't guarantee they'll always work so I don't see the point of saying more than that this
may not be atomic.  Beyond that, every filesystem should of course do its best to make something
reasonable happen, even if that requires copy+delete.

In general we cannot always guarantee that any replacing rename will be atomic even within
a directory, but we can tell folks that their best chance is to only expect it to work within
a directory, that we'll try to make that work everywhere we can.
