I agree with Konstantin that we shouldn't copy the code. 
But since we need to support both FS and DFSADMIN commands in common, we may need to either
move most of the functionality from TestHDFSCLI to TestCLI or create another class (something
like TestShellCLI), move FS/DFSADMIN command processing into it and extend it for HDFS.
