Steve Loughran reopened HADOOP-13514:

reverted all the changes; 

# let's get a patch which combines all changes we need: prop passdown, surefire version and
whatever Maven opts we think are needed. 
# have this submitted as a jenkins build for HDFS, which may or may not pick it up.
# If it does tune MAVEN_OPTS, then the different recommendations for yetus, dev dockerfile
and building.txt need to be consistent
# Apply the patch to trunk first, before cherry picking, make sure all is well there for a
day or two
