In discussion during MAPREDUCE-5508, we realized that any {{FileSystem}} subclass must implement
an idempotent {{close}} method, due to potential multi-threaded interactions with the {{FileSystem#Cache}}.
 We should state this in the JavaDoc for {{FileSystem#close}}, so that subclass implementers
are aware.
