For people seeing this -it may be you have >1 parser on the classpath and the wrong one
is being picked up

run the JVm with
{code}
-Djavax.xml.parsers.DocumentBuilderFactory=com.sun.org.apache.xerces.internal.jaxp.DocumentBuilderFactoryImpl
{code}
