hdfs gives permission denied message for non-existent  file/dir.

command :
bin/hadoop dfs -cat  /user/<user1>out/part-00000/<dir>/<file> by <user1>

For the above mentioned command, it should return "file doesn't exists"  message but the error
message displayed is :

cat: org.apache.hadoop.security.AccessControlException: Permission denied: user=<user1>,
access=EXECUTE, inode="part-00000":<user1>:users:rw-------
