Attaching file incorporating Vinod's comments:

* In case of transient failures while writing TT pid, we are storing the failed disk, and
next a task is launched/killed with that tt root we try to write the task-tracker pid to same
disk. If we fail again we are throwing an IOException as disk is not writable for task-tracker,
else we remove it from global failed list.
