This is because the patch changed capacity-scheduler.xml.template and that necessitates a
copy to the capacity-scheduler.xml, which is not tracked under version control. Since the
build process does not remove files not tracked by SVN, the file is not removed, and the move
not done. Hence hudson builds are reporting a failure.
