If fs.default.name is specified as only a hostname (with no port), balancer throws "Not a
host:port pair" and will not run.

Workaround is to add default port 8020 to fs.default.name.

According to Doug: "That's the work-around, but it's a bug.  One should not need to specify
the default port number (8020)."

According to Raghu Angadi: "Balancer should use NameNode.getAddress(conf) to get NameNode
address."
