On a second thought, this may not be an incompatible change.  Please correct me if I was wrong.

However, I think it is good to add release note since it is not clear how to use the new scripts.
 The error message "Instead use the hdfs command for it." seems saying that we should use
"./bin/hadoop hdfs ..."
