Update: This is not really meant f to be committed to 0.18, since it is a new feature. Given
that, I will make a patch that implements full functionality of space quotas in 0.19. 

The only restriction for anyone using this patch is that any future 0.18 deployed should have
this patch (or at least a hack that handles the fsimage).
