I have a workaround patch that just invokes System.exit at the TT when it discovers that the
port returned is -1. Since we see the problem on only a very few trackers on startup (like
1 in 500), I propose that we live with this workaround until jetty provides the actual fix.
This problem is tracked in http://jira.codehaus.org/browse/JETTY-748 as well. I will submit
the workaround soon.
