Do we want to deprecate the method that uses the cache?  If so, we'd need to make FileSystem
instantiation more lightweight.  Currently, e.g., HDFS makes a call to the namenode to check
version compatibility each time a DistributedFileSystem is created.  We'd probably want to
cache that and/or do it lazily.
