I mean that the patch prevents one from running the unit tests unless HDFSPROXY_CONF_DIR is
set, which cannot be committed. Most users and developers won't have this set, but are interested
in running the unit tests (including Hudson). Setting required environment vars in ant- as
Chukwa does- isn't great, but it's acceptable. It would also be acceptable to disable that
unit test if the env var isn't set, but the chance of a regression is much higher.
