I realized that I don't actually need the exact counts.. I instead need the taskIDs corresponding
to running/pending/etc. which I get in a different way via the TaskReport class.
But, yes, for this issue, populating JobStatus with the counts as and when required (implementation
of accessors like JobSubmissionProtocol.getJobStatus, etc.) seems like the right call to make.
