Whatever mechanism we choose to get these details, the source of the data should be ultimately
something which the schedulers generally use for making scheduling decisions. AFAIK, this
is the members in JobInProgress. Also, it should be something whose update is fairly deterministic
and/or controllable.

For instance, if metrics will be updated once every so often, it may not really help in automation
unless there is a way to control the update interval.
