Dhruba, in addition to the block replication complexity associated with snapshots as we discussed
yesterday, rebalancing a dfs cluster introduces another complexity. A balancer needs to move
active blocks as well as inactive blocks. A request for a datanode's partial block map needs
to forward to the snap node as well.
