Ok, I propose the following:

1. We put back JobShell for 0.18, but we make it pass the original arguments strings to runJar.
2. We leave the -files, -libjars, and -archives int the GenericOptionsParser.
3. In JobClient.submitJob we warn to log4j that the application should use GenericOptionParser
if the values of the attributes for tmpfiles, tmplibjars, and tmparchives in the submitted
JobConf and static JobConf are different.

Thoughts?
