FSNamesystem.computeReplicationWork() removes a block from neededReplications when the block
has reached required replication, and prints the following message:
NameNode.stateChangeLog.info("BLOCK* "
    + "Removing block " + block
    + " from neededReplications as it does not belong to any file.");
The message should rather say 
"as it reached replication " + numEffectiveReplicas + "; required " + requiredReplication
