Note that for map/reduce you have two options, either the getInputSplits could read all of
the row indexes and plan the splits exactly. Or you could take the current approach and cut
blindly and have the maps adjust the boundaries. In either case, you want it to be cheap to
read the row indexes, which is much harder if the keys are intermixed.
