Thanks for the comment Hemanth.  I agree.  After my note of last night, 
I came to realize that src/contrib/*/bin/* probably never had their 
execute bit set, nor should they.  Users should run the scripts in 
contrib/*/bin/*, not those of src/contrib/*/bin/*.
