This sounds like a good thing to add to GenericOptionsParser, so that one can set log levels
for any command line tool.  Should we do that as a part of this issue or in a separate issue?

I was thinking of enhancing dfsadmin to make an RPC to the namenode to set a specified logging
level. But the apache common logging APi does not export an API to change logging levels.
