As suggested by Nigel/Doug,
 -- added unit tests for KFS code
 -- the unit tests can be run without a KFS deployment 
 -- moved package.html to be near the code.

As part of this commit, can the following change to conf/hadoop-default.xml be made:

 <value>org.apache.hadoop.fs.kfs.KosmosFileSystem</value>
