There is a test called TestDFSShell.testZeroSizeFile() that cheks for zero-size files I wonder
why it cound not detect this error earlier. Can it be enhanced to catch this problem in future?

I think it is theoretically possible that a FileUnderConstruction exists, in which case pendingFile
will be non-null. But the list of blocks associated with it is null, in which case fileBlocks
will be null.
